Yingkou logistics industry is a composite service industry that integrates transportation industry, warehousing industry, freight forwarding industry and information industry. It is an important part of the national economy. It covers a wide range of fields, absorbs a large number of employees, promotes production and stimulates consumption. The scale of industry is growing rapidly. The total amount of social logistics in China reached 197.8 trillion yuan in 2013, an increase of 3.1 times over that in 2005, with an average annual increase of 11.5% in terms of comparable prices. The added value of logistics industry reached 3.9 trillion yuan in 2013, 2.2 times higher than that in 2005, with an average annual growth of 11.1%. The proportion of added value of logistics industry in GDP increased from 6.6% in 2005 to 6.8% in 2013, and the proportion of added value of service industry reached 14.8%. Service capability has been significantly improved. The pace of asset reorganization and resource integration of logistics enterprises has been further accelerated, and a number of logistics enterprises with diversified ownership, networked service and modern management have been formed. Traditional transportation and warehousing industries have accelerated their transformation to modern logistics. Specialized and socialized service capabilities in manufacturing logistics, business logistics, e-commerce logistics and international logistics have been significantly enhanced. Technical and equipment conditions have been improved significantly. With the wide application of information technology, most logistics enterprises have established management information system, and the construction of logistics information platform has been promoted rapidly. The Internet of Things, cloud computing and other modern information technologies have been applied, and special logistics equipment such as handling, sorting and packaging, processing and distribution, intelligent labeling, tracking and tracing, path optimization and other technologies have been rapidly promoted.
Infrastructure network is improving day by day. By the end of 2013, the operating mileage of National Railways was 103,000 kilometers, including 11,000 kilometers of high-speed railways; the total mileage of national highways reached 4.356 million kilometers, of which 104,500 kilometers were highways; the navigation mileage of inland waterways was 125,900 kilometers, of which 102,000 kilometers were high-grade waterways of third grade and above; and the national ports were 10,000 tons and up to 10,000 kilometers. There are 2001 upper berths, including 1607 coastal ports, 394 inland ports and 193 national civil transport airports. The development environment is constantly optimized. The "Twelfth Five-Year Plan" clearly puts forward "vigorously develop modern logistics industry". The State Council issued the "Logistics Industry Adjustment and Revitalization Plan" and formulated and promulgated policies and measures to promote the healthy development of the logistics industry. Relevant departments and local governments have issued a series of special plans and supporting measures. The social logistics statistics system is becoming more and more perfect, the standardization work is advancing in an orderly manner, the personnel training work is further strengthened, and the logistics science and technology, academic research and cooperation between industry, University and research are deepening.
Overall, China's logistics industry has entered a new stage of transformation and upgrading. However, the overall level of development of logistics industry is not high, and the development mode is extensive. The main manifestations are as follows: First, logistics costs are high and efficiency is low. In 2013, the ratio of total logistics expenditure to GDP was as high as 18%, which was about twice the level of developed countries and significantly higher than that of developing countries such as Brazil and India. Secondly, the system and mechanism obstacles hindering the development of logistics industry have not been broken. The proportion of self-owned logistics is high, the scale of logistics enterprises is small, advanced technology is difficult to promote, logistics standards are difficult to unify, and the problems of circuitous transportation and resource waste are prominent. Third, the infrastructure is relatively lagging behind, which can not meet the requirements of the development of modern logistics. Modern warehousing, multimodal transport and other facilities are still insufficient. Logistics park system with reasonable layout and perfect functions has not yet been established. Integrated transportation network with high efficiency, smoothness and convenience is not perfect. The problems of non-connection and non-matching of logistics infrastructure are more prominent. Fourthly, the system of policies and regulations is not perfect enough and the market order is not standardized enough.
